Portable air conditioners may also have a water tank, and no vent, but they are smaller sized than an average ventless air conditioner.
Though there is no actual way to compare the two of them in terms of size, portable air conditioners are better for people who are always on the go, and can still afford installing the AC every time they change rooms.
Ventless air conditioners are better for people who are changing rooms, but not as much frequently, because they are much heavier than portable air conditioners. But since these do not require much installation at all, you can still reap cold air without having to wait much.
These facts should help you choose between the ventless variant of air conditioner. If you are looking to save money in the long run, or even in the short run, go for the ventless air conditioner. However, if you are living in extremely humid areas, it would be recommended that you do not buy a ventless air conditioner.
